For more than a decade, C&A conducted comprehensive communications, strategic planning, qualitative and quantitative research, message development, training, and special events assignments for the Centers for Medicare & Medicaid Services (CMS), formerly the Health Care Financing Administration (HCFA). Under various contracts, C&A executed simultaneous, multi-year, multi-million dollar work assignment-driven assignments with wide ranging scopes (large to small), periods of performance (one week to more than one year), complexity (single activity to multi-phase), and levels of effort (one staff member to a large team, including expert subject consultants, vendors, and/or subcontractors). C&A’s contract supported the CMS Central Office and Regional Offices in analyzing issues, researching alternatives, providing objective findings, and making concrete recommendations related to public relations, human resources and personnel consulting, health care industry statistics, and personnel development training.
