International Videoconference on Corruption

C&A helped organize a videoconference on Jan. 25, 2006, that gathered attorney generals from all six Central American countries together for the first time to exchange effective actions against transnational corruption. The U.S. Agency for International Development (USAID) Mission to Panama and Panama’s Attorney General Ana Matilde Gómez played key roles in organizing the videoconference to increase coordination among regional prosecutors in the investigation of high-profile corruption and in the recovery of funds embezzled by government officials throughout Latin America, many of them allegedly deposited in Panama’s financial center. The three-hour videoconference, broadcast live via the Internet using transmission facilities provided by the World Bank in Washington, D.C., shared success stories and underscored common mistakes and major challenges in the prosecution of transnational corruption. The Attorney Generals of Nicaragua, Guatemala, El Salvador, Honduras, Costa Rica, and Panama moderated the interactive discussion in their countries with C&A’s Eduardo Flores serving as the overall host. Flores is the Panama program director for the USAID-funded Central America and Mexico Anti-Corruption, Transparency, and Accountability Program. In addition, participants in four other countries (Chile, Brazil, Ecuador, and the United States) attended the event as observers. Overall, more than 400 participants in 10 countries followed the virtual dialogue simultaneously.
