MCC Threshold Country Program in Paraguay

The U.S. Agency for International Development (USAID) contracted Casals & Associates, Inc. (C&A) in 2006 to lead a $21.8 million Millennium Challenge Corporation (MCC) Threshold Country Program in Paraguay. The MCC approved the two-year Threshold Country Program (TCP) developed by the Government of Paraguay (GOP) to implement 10 components aimed at fighting impunity and corruption and strengthening institutions that foster and enforce the formalization of economic activities. The program is a multi-sector initiative to strengthen the rule of law and kindle conditions for business development and economic expansion in Paraguay. The TCP strategy is a two-pronged approach for reducing impunity (Impunity) and formalizing the economy (Informality).  C&A is responsible for the implementation of five project components designed to reduce impunity in Paraguay. The components involve increasing the investigative capability and internal control of the public ministry; increasing the capability of the judiciary disciplinary system; strengthening internal control systems and civil society participation in oversight activities at the controller general’s office; strengthening oversight of the public registry to safeguard the integrity of public records; and increasing transparency and effectiveness of public finance legislative oversight.
