Building Anti-Corruption Institutions in Madagascar

Madagascar staffIn November 2006, USAID/Madagascar awarded C&A a two-year contract to implement the USAID Anti-Corruption Initiative (ACI) in Madagascar. The goal of the program is to reduce corruption in Madagascar through (1) strengthening the capacity of the Malagasy government (GOM) anti-corruption institutions, and (2) mobilizing civil society to improve public awareness and engagement in the overall fight against corruption.

C&A provides technical assistance, training and equipment to the GOM corruption investigative body Bureau Indépendant Anti-Corruption (BIANCO) to better process and investigate corruption complaints, monitor and report on corruption cases transferred to courts.  C&A also promotes increased public awareness of corruption and anti-corruption mechanisms by supporting national civil society organizations to increase public understanding of corruption and anti-corruption mechanisms, and facilitate civic and private sector participation in Madagascar’s anti-corruption measures. Program Coordinator Ms. Mihaingosoa Ramarinjanahary leads program activities from C&A’s office in Antananarivo.

Under a prior contract funded by the World Bank, the  United Nations Development Programme and USAID, C&A conducted a national survey for the Government of Madagascar’s Conseil Supérieur de Lutte Contre la Corruption (CSLCC), measuring Malagasy households’ and government employees’ understanding of corrupt practices and their impact on Malagasy society, the public’s knowledge of CSLCC’s national anti-corruption strategy, and their views on the government bodies involved in the strategy’s implementation. CSLCC will use the data as a baseline for evaluating the effectiveness of its strategies and activities.
