Curbing
Corruption in Honduras after Hurricane Mitch
As
part of the massive amount of foreign assistance that flowed into Honduras
following the devastation caused by Hurricane Mitch, and to help curb
corruption, the U.S. Agency for International Development (USAID) mission
to Honduras contracted C&A to provide technical support to Honduras’
International Projects’ Auditing Unit (Unidad de Auditoria de Proyectos
de Organismos Internacionales [UAPOI]) within the Comptroller General’s
Office. This is the unit responsible for auditing all donor assistance
programs, inclusive of projects funded by USAID. C&A provided UAPOI
technical assistance, training, and equipment to assist it in conducting
ex post facto and concurrent audits of USAID reconstruction programs.
C&A also worked with local nongovernmental organizations to develop
a public outreach campaign emphasizing the role that each individual citizen
must play in curbing corruption. In November 2001, the U.S. Embassy and
USAID Mission in Honduras awarded C&A a “Certificate of Appreciation”
for the firm’s contribution to the Hurricane Mitch Reconstruction
and Transformation Effort. The certificate of appreciation was signed
by Ambassador Frank Almaguer and USAID Mission Director Timothy M. Mahoney.
