(Casals), a DynCorp International company, is seeking Chief of Party candidates for an anticipated USAID (United States Agency for International Development)-funded program in Côte d&#8217;Ivoire.  Through rapid-response, small grant-focused activities, the program aims to support the peaceful political transition in Côte d&#8217;Ivoire.  Specifically, the program will support the government’s capacity to meet the needs of all Ivoirians and promote social cohesion and promote civic engagement in the transition process through small community development projects.</p>
<p>The COP is the lead Casals employee in the assigned program, responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity. S/he manages overall in-country relations with relevant U.S. government (USG) entities and host government institutions, as well as provides oversight of grant and non-grant activities, supervision of program staff, ensuring proper subcontract and grant designs and all related parts of the subcontracting and grant-making processes. The COP also supervises the Operations Manager who is responsible for program operations (administration, logistics, procurement, budgeting, financial management, and performance database oversight).</p>

<h3>Principle Accountabilities</h3>
<h5>JOB DUTIES &amp; RESPONSIBILITIES</h5>
<ul>
<li>The COP is the primary person responsible for the implementation of the program, as well as ensuring compliance with the Contract and all relevant USAID/USG rules and regulations.</li>
<li>Responsible for management, oversight, and reporting Casals progress and quality of performance in meeting the activity undertakings in the program. </li>
<li>Assures client satisfaction promoting Casals commitment to technical excellence, responsiveness to the client, transparency, flexibility, and innovation.</li>
<li>Serves as Casals’ designated person for management of the in-country relationship with USAID. </li>
<li>Works with Casals headquarters (HQ) office, Program Coordinator and IQC Manager to ensure the project meets grant development and expenditure targets.</li>
<li>Provides oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design and that procedures are established and complied with for grant development, worthiness, implementation, management, monitoring, evaluation, and closing. </li>
<li>Contributes to the design and implementation of the M&amp;E system at the activity level and ensures that all activities are monitored and evaluated. </li>
<li>Ultimately responsible for ensuring that the relevant staff use, maintain, and upload weekly the Activity Database, and that data is consistent and complete. </li>

<p>The Operations Manager is responsible to the project Chief of Party for all operations including directly managing and overseeing all aspects of administration, logistics, vehicles, procurement, budgeting, property inventory, and regular updating of financial disbursement information in the grants database.  The Operations Manager also will ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Task Order. <li>Oversees all operations including but not limited to directly managing administration, procurement, human resources, logistics, fleet management, office and housing facilities, procurement, budgeting, and property inventory.  </li>

<li>Monitors the incremental financial obligations to the contract to ensure adequate liquidity for the program; supervises the operational aspects of grant implementation, ensuring the timely procurement and delivery of goods and services; and investigates and identifies new ways of achieving efficiencies.</li>
<li>Handles all human resource issues and directly supervises administration, finance, procurement, and ICT staff in the head and field offices. </li>
<li>Instills and promotes effective collaboration among operations and program staff.</li>
<li>Responsible for ensuring relevant staff regularly update the Activity Database. </li>
<li>Serves as acting Chief of Party when the Chief of Party is absent from the program.</li>

<p>Grants Implementation</p>

<li>Experience working on social or political development projects required and experience identifying, developing, and managing projects for an international organization preferred.</li>
<li>In-depth knowledge of the communities where Casals is operating and the ability to identify potential interventions that will contribute toward program objectives.</li>
<li>Demonstrated experience in community participation-type projects required and experience with transition issues including political reform and violence prevention. </li>
<li>Capacity to understand and analyze national, regional, and local Ivoirian politics, and the creativity and analytical capacity to design grants that relate to transition underway in the country.</li>
<li>Ability to network and identify appropriate grantees and help reform-oriented entities and organizations design and develop grants.</li>
<li>Experience supervising and mentoring staff.</li>
<li>Ability to draft well written succinct reports.</li>

<li>Lead the technical supervision of assigned grant activities, including compliance with grant objectives and results, activity timeline and indicators.</li>
<li>Support the APDO in the financial and administrative supervision of grant activities.</li>
<li>Identify needs for short-term technical assistance (STTA) and prepare scopes of work.</li>
<li>Screen and select, with the APDO and PA, STTA in accordance with Casals policies and procedures.</li>
<li>Conduct regular follow-up meetings with grantees, in coordination with the APDO.</li>
<li>Monitor grant implementation through a desk review and regular site visits, when possible.  </li>
<li>Track technical compliance of grant activities in accordance with agreement and request finance to process relevant payments.</li>
<li>Provide additional technical support to grantee, as needed.  </li>
<li>Provide technical concurrence on all grant and STTA payments.</li>
<li>Identify, in a timely manner, and prepare justifications for modifications of grant activities.  </li>
<li>Provide relevant information to APDO for input in the USAID/OTI Database.</li>
<li>Support the APDO to ensure that grant files are up to date.</li>
<li>Coordinate with Program Learning, Monitoring and Evaluation (PLME) Officer and Database Coordinator to ensure accurate and quality information on grant activities.</li>

<h3>Grant Close-Out</h3>
<ul>
<li>Provide technical assistance, as needed, to grantees in the development of final products, in coordination with the APDO.</li>
<li>Collect final reports and/or other related deliverables from grantees, in coordination with the APDO. </li>
<li>Assist the APDO in the review on budget expenditures on grant activities for financial close out.</li>
<li>Prepare and compile close out documents for all completed grants, with APDO and PA.</li>
<li>In coordination with the APDO, provide documents and information (e.g., number of beneficiaries, outputs, impacts) to the Database Coordinator for updates in the OTI Database. </li>
<li>Support the APDO to ensure all grant files and documentation are complete.</li>
<li>Ensure close-out checklist is completed.</li>
<li>Coordinate with PLME Manager on follow-up evaluations. </li>
</ul>

<li>Significant experience in government communications, development communications, or journalism and will preferably have experience in one or more, of the following areas: journalism, radio program production, print communications, alternative (non-broadcast or print) communications, directed outcome communications, government-to-media or government-to-public relations, or, finally, general public relations work.</li>
<li>Knowledgeable about community development and Ivoirian government functions at central and local levels.</li>
<li>Able to work with local communities and government in remote and potentially insecure locations.  </li>

			<content:encoded><![CDATA[<p>According to Transparency International, El Salvador is perceived to have one of the highest levels of corruption worldwide.  This rating not only damages the country’s international image, it undermines a healthy business and investment climate, and increases the cost of negotiations, thus detracting from valuable resources that should be utilized elsewhere. The bottom line is that corruption weakens democratic institutions.</p>
<p>Corruption is present at all levels which is why the Democracy Strengthening Program (DSP) aims to involve all sectors in the fight against corruption.  In order to reach a broader audience, the DSP supported the Sub-Secretariat of Transparency and Anticorruption in the design, production and presentation of 5 video spots on access to information, accountability, corruption, citizen participation, and ethical principles and values.</p>
<p>In producing such video spots the DSP hopes to create as much awareness as possible through messages that are clear and easy to access. These video spots will be shown through broadcasting mechanisms such as movie theaters, banks, government offices, and even in both inbound and outbound commercial airline flights.</p>
<p>Many institutions supported this initiative by placing their logo at the end of the video spots.  Such the institutions are the Sub-Secretariat of Transparency and Anticorruption, Ministry of Public Works (MOP), Roads Preservation Fund (FOVIAL), Governments Ethics Tribunal, Salvadoran Chamber of Construction (CASALCO), National Foundation for Development (FUNDE), Social Initiative for Democracy (ISD), Francisco Gavidia University, Foundation for Law Enforcement Studies (FESPAD), Salvadoran Chamber of Consulting Companies (CAMSEC), LIDERA Foundation, Supreme Court of Justice, Transparency International, Salvadoran Chamber of Commerce, Universidad Tecnologica de El Salvador, Nueva San Salvador University, Parliamentary and Ex Parliamentary Women Association (ASPARLEXAL), and the Salvadoran Journalist Association (APES).</p>
<p>Initially these spots were gradually uploaded to Politica Stereo’s Facebook profile, a social network that promotes community debate.  During the first several days the video spots were uploaded on this Facebook page, there were already 18,000 hits.</p>

			<content:encoded><![CDATA[<p>At the recent International Anti-Corruption Conference in Bangkok, Thailand, Casals &amp; Associates led a panel entitled <em>Regaining Citizens ’ Trust: the Role of International Donors</em>. Over the last few decades the amount of aid and the number of donors has grown dramatically. For example, between 2008 and 2010, the World Bank granted US$140 billion in assistance to developing countries; while the Development Assistance Committee of the Organization for European Economic Development (OECD) awarded US$120 billion in 2009 alone.</p>
<p>Despite the increased donor funding, problems continue to exist. The summit of the Millennium Development Goals, held at the United Nations in New York in September 2010, highlighted the shortcomings for meeting the poverty reduction goals set for 2015. Recognizing that corruption represents an obstacle to reaching the established goals, the UN Secretary General pledged to promote accountability “on all sides” of the development assistance process. Many civil society organizations and think tanks, as well, are reviewing the effectiveness and quality of development assistance. In October 2010, the Center for Global Development and Brooking Institute’s Global Economy and Development Program issued the first Quality of Official Development Assistance Assessment, an attempt to measure the quality of Official Development Assistance (ODA).</p>
<p>These reviews of ODA strategies respond not only to concerns that targets established in 2010 for reducing poverty are falling behind, but also that the international donor community is losing credibility among the developing world’s civil societies. Quite frequently, be it in Mongolia or Nigeria, citizens are judging the donors <span style="text-decoration: underline;">as part of the corruption problem </span>rather than as part of the solution. Many believe that this is the result, primarily, of the lack of monitoring of the resources that these institutions grant to governments.</p>

			<content:encoded><![CDATA[<p>A team from Casals &amp; Associates, led by Beatriz Casals, conducted a panel at Transparency International’s 14th International Anti-Corruption Conference (IACC) in Bangkok, Thailand on November 13, 2010. The topic of the panel was <em>Regaining Citizens’ Trust: The Role of International Donors</em>. Participants included Gerardo Berthin of the UNDP, Karin Christiansen, Director of <em>Publish What You Fund</em>, Rosa Ines Ospina-Robledo of <em>NGOs Network for Transparency</em> in Colombia, and Aleksander Dardeli and Olga Nazario from Casals &amp; Associates. This is the third consecutive IACC that Casals &amp; Associates has helped sponsor providing panels and speakers.  The Casals team also had its own booth at the Conference in the Queen Siriket National Convention Centre.  The 14th IACC was attended by more than 1500 participants from more than 130 countries.
